Clearview IPMP Rearchitecture: high-level design wrap-up

I have updated the IPMP Rearchitecture document to address all of the open
design issues that I was aware of. The link is the same as before:

In particular, the following has been added or revised:

* Multicast and broadcast interaction is now discussed in sections 3.13
and 3.14, respectively.

* Neighbor discovery interaction is now covered in more depth in section
4.6.1.

* By popular demand, IFF_RUNNING and IFF_FAILED now remain independent
for underlying interfaces (for the benefit of existing applications,
they will remain opposites on the IPMP interface). Also, the
management of IFF_RUNNING and IFF_FAILED on the IPMP interface is now
covered in section 5.3.

* The ipmpstat utility now supports hostnames in addition to addresses.

Also, numerous small corrections have been made. If you have a chance,
please make sure that any open issues you feel strongly about have been
covered to your satisfaction.

At this point, we're embarking on implementation -- while it's too early
to toss around dates, your help has undoubtedly reduced the number of
surprises we will encounter along the way to integration. Also, expect to
see a few additional low-level design documents covering specific IPMP
components.

Thanks again to everyone for your considerable and thoughtful feedback,
and for your passionate interest in Solaris.
