Minor flag day

PSARC/2005/378 Obsolete and/or removal of disparaged librac
6292587 Remove obsolete librac

Removes librac.so, associated lint libraries and <rpc/rac.h>

The only known impact is the /ws/onnv-test STC testsuite
rpc.RPCTS.new will now fail to build or run. This was fixed
in onnv-test on 7/19/2005 so if you hit this failure,
simply bringover a new version of /ws/onnv-test.

This does not affect DIY.

The latest version of PIT appears to be up-to-date.
