My putback for

6366785 nightly doesn't handle transition from pre-split to split workspace

changed the Teamware .flg files so that bringing over sources from
usr/src would not pull over sources from usr/closed.  Unfortunately,
this means that if you have a partial workspace, you might be missing
the keys and certificates that elfsign uses to sign binaries.

I'm currently looking into how to best fix this and expect to have a
(possibly temporary) fix in place this week.  In the meantime, here are
a couple workarounds:

Workaround 1: bringover usr/closed/cmd/cmd-crypto/etc

Workaround 2: always work in a full workspace
