Subject: Flag-day: 6622831 requires in-sync library & kernel, ZFS file systems *may* be affected

The putback for

6622831 normalization properties are not preserved by "zfs send"

introduces a flag-day in two ways.

1) With this putback you must have matching kernel and library bits.
    Cap-I Install will therefore not work.  BFU, per usual, will do the
    correct thing.

2) If you created a ZFS file system using the NV bits from
    10/25 - 10/28, AND if that file system was created with anything
    other than default
    values for the casesensitivity, normalization or utf8only properties,
    that file system will no longer work correctly after this putback.
    The file system will have to backed up, destroyed, and recreated.
